A wash can lather generously and still leave a film of oil behind, or foam very little and clean perfectly well. How much bubble a cleanser makes depends on the surfactant blend it is built on, not how thoroughly it is cleaning. A face wash alone will not fix deep pigmentation, active breakouts or fine lines — it is on your skin for under a minute, which is not long enough for an active to do real work. Treat it as the cleansing step, and put your actives into what to layer on afterwards — a serum or cream that stays on.
